It's a boring fragrance for people who can't be bothered by attempting to be unique. Based on the price and quality, the EDP might be the best bet. But if you are going to the decant route, EDP's and Parfum's price difference isn't big. So, my recommendation is just buy decants of all three and see how it goes.
Overall I prefer the scent of Parfum and find it to be more interesting than the EDP, but performance and versatility of the EDP is slightly better. It is unnecessary to have both like I do unless you love the Bleu de Chanel scent DNA and want it to be your signature.

To my nose the EDT and EDP are much more similar to each as compared to the Parfum. Feels like the Parfum goes in a slightly different direction with the sandalwood (and a few other notes) making it more suitable for colder weather. Bleu de Chanel EDP is an excellent fragrance for guys with a slightly more mature taste and who want something a little more intense or luxurious. Compared to other similar scents on the market, it has a much more unique composition.

Even the dull Allure series is much better.Bleu de Chanel is a sophisticated and contemporary fragrance from Chanel that hit the market in 2010. Chanel introduces its enhanced version, Bleu de Chanel Eau de Parfum, in summer of 2014. The fragrance is dedicated to freedom—endless, deep and boundless. In my opinion Bleu De Chanel EDP is perfection as it hits just the right balance between freshness and depth. The Parfum is also excellent, but very similar- just heavier on the Sandalwood and stays closer to the skin.
